Top under-aided countries, 2016

Countries defined as the top under-aided countries. This is assessed on the basis of multiple aid allocation models: the Egalitarian, Performance-based allocation
(PBA), UNDP, and Collier-Dollar poverty allocation (CD) model. The top under-aided countries in a given year are defined here as those identified as underfunded on
the basis of 3 or more of the allocation models.
